Govt. experts puzzled by mystery sub

The Defense Ministry is puzzled over why Japanese territorial waters off Kochi Prefecture were singled out Sunday as the target of intrusion by an unidentified submarine, and what the vessel sought to accomplish.

Was it a sub or a USO?
